Cecilia Lumpkin – Chief Executive Officer

When Cecilia decided to start Seneca Commercial Property in 2003, she did it with a clear idea of where the company would be in five, ten and even twenty years. “We knew we wanted a company that would be in it for the long haul; and that idea has guided each of our decisions.” Choosing the right partners has also been a key component of the company’s success. Cecilia learned early that “people who are part owners are happier and work harder to be successful.” Which is why today, Seneca has associates rather than employees who oversee each aspect of the business. It’s an approach to business that has allowed Seneca to establish and maintain an entrepreneurial spirit that continues to attract high-quality team-members, clients and investors to the company. Cecilia’s real estate career began with Department of Housing and Community Development in Washington, DC where she became the youngest assistant director in the organization’s history. She oversaw policy and program development of an agency with approximately 200 employees and another 60 funding recipients. Cecilia served as the senior lobbyist for public/private partnerships, where she successfully lobbied White House, District and Federal department heads to fund a $70 million package to drive residential and commercial development along a dilapidated inner-city corridor. Later, she co-founded Clark Development Group, a successful real estate investment firm in Washington, DC which purchased, renovated and sold nearly $15 million in residential real estate. Cecilia is a Washington Center Fellow and a National Urban Fellow holding a Master’s Degree in Public Administration, summa cum laude, with an emphasis on Housing and Community Development. Today, Cecilia is a member of the Real Estate Investor’s Society, the Network of Executive Women and is a highly sought-after speaker and trainer in areas of real estate investing and community development.

Kevan Clark – Chief Operations Officer

As Chief Operations Officer, Kevan Clark has full operating responsibilities for Seneca’s properties in 4 states and 2 regions across the US. Kevan is a highly skilled professional whose expertise in construction & project management, general contracting and trade work has earned him industry-wide recognition. "Demanding quality and timely delivery of projects is one of our primary success factors. We've been able to attract some of the best people in the business and have a talented management and operations team with a tremendous amount of experience." Kevan’s success as COO is based on his expertise in identifying ways to create value at any stage of an investment's life, whether during development, construction, property operations and management, financing, or through timely buy/sell decisions. This ability to recognize opportunities across the real estate spectrum, and then aggressively implement strategies to capitalize on those opportunities, is what makes Seneca unique in the principal investment community. Kevan refined both his operational and business instincts as Telecommunications Construction Manager and later as Director of Site Construction and for Sprint Telecommunications. He consistently delivered high quality projects that were on time and within budget. Later, Kevan founded CDG Services, a Maryland-based residential rehab company. Kevan, a licensed contractor and real estate agent in Washington, DC, Maryland and Virginia, holds an MBA and Masters of Technology Management from the University of Maryland and is a Certified Project Manager.
